When management/staff communications fail, and staff get desperate to have their voices heard, a small percentage of workers will opt to have a collective agreement be brought in so the collective voice can be heard at the management level.
Although unionized workers represent less than 35% of the total work force, the mere mention of collective agreement can get management on edge. Sometimes it is because of poor personal experience with unions, not understanding the Labour Relations Code, and or not having the necessary skills to go into a negotiation situation with very well trained and experienced negotiators hired by unions.
